our history Urban Leadership Institute (ULI) was established in 1999 in Baltimore, Maryland, when two teachers, LaMarr Darnell Shields and David Miller were, in the words of Fannie Lou Hammer, “sick and tired of being sick and tired”. This was a response to a growing concern about the plight of urban youth. Both educators have lost several students to senseless violence.

Therefore, ULI is dedicated to contributing to better futures for all youth. We share with many the conviction that too many children and youth are at the risk of poor outcomes because opportunities are too few, too fragmented, too problem-focused and too distant from school, family and neighborhoods.

Since 1999, ULI has provided consultation and strategic planning for corporations, academic institutions, community groups and non-profit entities committed to system reform and community change.

Our goal at Urban Leadership Institute is to train professionals who work with youth, as well as develop programs geared toward youth and families in communities throughout the United States. ULI prides itself on developing positive youth development approaches designed to provide communities with proactive preventive measures to reduce delinquency, school failure, substance abuse and unhealthy decisions among youth. As families, schools and communities cope with a plethora of societal issues; ULI has become one of leading agencies in the country assisting communities with developing a blue print for change.

ULI has several curriculum models designed to increase the likelihood of positive outcomes for children and youth. The Dare To Be King (DTBK) Curriculum (www.daretobeking.com) is an intense curriculum that addresses anger, impulse control and decision making among adolescent African American males. DTBK is intended to reduce the likelihood that children and youth will become victims and/or perpetrators of violent crimes. The model is currently being evaluated by Dr. Alan Green, Professor of Counseling at Johns Hopkins University ( Baltimore , MD ). The Dare to Be Queen Curriculum is an intense, “holistic” and comprehensive curriculum for girls of all races, educational levels, and socioeconomic statuses. From a “holistic” perspective, Dare to Be Queen touches girls in every facet of their existence; from imaging to abstinence to physical fitness to managing anger to achieving academic excellence and to community advocacy. Rhyme and Reason is a curriculum designed to help educators and youth service providers use Hip-Hop culture and rap music as a tool to engage youth and to help them better understand their surroundings. These new and innovative models are currently being used in over 30 cities throughout the United States . Several organizations in the state of New Jersey , including the Division of Youth & Family Services and the State Incentive Program at Mercer County Detention Center in Trenton , are currently using the curriculum model.
